Order:
1. In the G.O. second read above, orders were issued, enhancing the minimum educational qualification for appointment to the post of Village Revenue Assistants, from a pass in 7th class to a pass in S.S.C. examination (10th class).

2. In the reference 3rd & 6th read above, the Honorary Secretary & the State President, Telangana Village Revenue Assistants Central Association have requested to provide a provision in Village Revenue Assistants Service Rules that, the spouse/dependent children of the Village Revenue Assistants, who dies in harness before attaining the age of (65) years, for compassionate appointment, who do not possess the S.S.C. qualification, shall be considered for appointment, if they are able to read and write Telugu or Urdu or English or Hindi, by giving (5) years (3 years + 2 years grace period) time to acquire the S.S.C. qualification or equivalent qualification, prescribed under rules to hold the Village Revenue Assistant post.

3. In the reference 4th read above, the Chief Commissioner of Land Administration, Telangana, Hyderabad was requested to examine the representation of the Association and furnish his remarks to the Government.

4. In the reference 5th read above, the Chief Commissioner of Land Administration, Telangana State, Hyderabad while discussing the contents in the representation, has stated among other things and requested to provide appointments to the dependents of the deceased Village Revenue Assistants on compassionate grounds without condition of educational qualification.

5. In the G.O. seventh read above, orders were issued, adaptation of the Andhra Pradesh Village Revenue Assistants Service Rules, 2005 issued in the reference 1st read above as Andhra Pradesh Village Revenue Assistants Service Rules, 2005 (Telangana Adaptation) Order, 2015 for the State of Telangana.

6. Government, after careful examination of the matter, hereby decided to consider the cases of dependents of the deceased Village Revenue Assistants for providing compassionate appointment to the post of Village Revenue Assistants on conditional basis, if they possess at least 7th Class qualification, by giving (5) years (i.e. 3 years + 2 years grace period) time to acquire the requisite 10th Class qualification (which is the requisite qualification for Village Revenue Assistants), basing on the service rendered by the Village Revenue Assistants to the Department, by amending Rule 9 (2) of the Telangana Village Revenue Assistant Service Rules, 2005 issued in G.O.Ms.No.161, Revenue (Services.II) Department, dated 09.09.2015 suitably.

7. Accordingly, the following notification will be published in the Extra-ordinary Issue of Telangana State Gazette.

NOTIFICATION

In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor of Telangana hereby makes the following amendment to the Telangana Village Revenue Assistants Service Rules, 2005 issued in G.O.Ms.No.161, Revenue (Services.II) Department, dated 09.09.2015.


AMENDMENT

In the said rules, in Rule 9, in sub-rule (2), in clause (ii), after sub-clause (g), the following proviso shall be inserted namely,:-

“Provided that the children or spouse or any family members of the deceased Village Revenue Assistants, who has not passed the Secondary School Certificate (10th Class) Examination and has passed at least 7th Class Examination, can be considered for appointment on compassionate grounds to the post of Village Revenue Assistant on condition that they shall acquire the required qualification of Secondary School Certificate (10th Class Examination) within a period of three (3) years or (5) years (i.e., 3 years normal time + 2 years grace period). Failure to acquire the qualification in the prescribed period, disqualify them to continue in the service”.
