 Ban lifted on TS Govt Employees Transfers,Promotions

In the GO 1st read above, orders were issued imposing a general ban on all promotions; appointments; revision of seniority; and change in terms and conditions of employment in the State at all levels, till the process of allocation of employees to the successor States of Telangana and Andhra Pradesh is completed. In the GO 2nd read above, permission was accorded to make temporary or adhoc appointments including compassionate appointments / promotions to the local, district, zonal and multi-zonal cadre posts, which fall entirely in the State of Telangana and which do not come under the purview of the process of allocation of employees between the successor States, subject to certain conditions stipulated therein. In the GO 3rd and Circular Memoranda 4th and 5th read above, permission was accorded to effect

(i) promotions to the posts having State Cadre and also to the posts in Secretariat, Heads of Departments, State Level Offices etc., for which the process of final allocation is completed;
(ii) adhoc promotions to the senior most eligible and qualified candidates who are likely to be retired from service within 2 months, if final allocation is not yet completed; and
(iii) adhoc promotions to the categories of posts, for which the process of tentative allocation is completed by the Kamalanathan Committee, pending issue of final allocation orders by the Government of India, by placing necessary proposals before the Departmental Promotion Committees, subject to condition that such promotions shall be reviewed after issuance of final allocation orders by the Government of India, if necessary.

2. It has been observed that in most of the departments, the process of tentative allocation of employees between the successor States has been completed by the Advisory Committee headed by Sri Kamalanathan and the employees, against whom no objections are raised on their tentative allocation, have been relieved by the respective States and they have reported to the States to which they are allocated. The Government of India also issued final allocation orders in respect of certain departments. Therefore, the Government felt appropriate and decided to lift the ban imposed in the GO 1st read above.

3. Accordingly, the Government hereby order that-
(i) the ban imposed vide GO 1st read above shall stand lifted in respect of the local, district, zonal and multi-zonal cadre posts, which fall entirely in the State of Telangana;

(ii) the ban imposed vide GO 1st read above shall stand lifted in respect of the posts having State Cadre and the posts in Secretariat, Heads of Departments, State Level Offices etc., for which the process of final allocation between the successor States is completed by the Government of India; and also for which the process of tentative allocation between the successor States is completed by the Advisory Committee headed by Sri Kamalanathan. Provided that these orders shall not apply to the employees, whose tentative allocation is under objection, until final allocation orders are issued by the Government of India;

(iii) the orders issued in GOs 2nd and 3rd read above; para-2(i) of the Circular Memorandum 4th read above; and also Circular Memorandum 5th read above shall stand repealed.

(iv) compassionate appointments shall be made to the eligible dependents of the deceased / medically invalidated employees in the posts having State Cadre and the posts in Secretariat, Heads of Departments, State Level Offices etc., strictly adhering to the rules / orders / instructions issued on compassionate appointments, in the cases-
(a) where the employee expired or the employee has been medically invalidated on or after 2.6.2014; and the deceased employee or the medically invalidated employee, as the case may be, is allocated to the State of Telangana by the Government of India or at least by the Advisory Committee headed by Sri Kamalanathan and no objections are raised against such allocation; and

(b) where the employee expired or the employee was medically invalidated before 2.6.2014 and the local status of such deceased / medically invalidated employee is now established as State of Telangana. Provided the cadre strength, vacancies and employees in the respective categories are allocated to the State of Telangana by the Government of India or at least by the Advisory Committee headed by Sri Kamalanathan and no objections are raised against such allocation;

(v) the general ban on transfers imposed by the Government in Finance Department shall remain unchanged, until otherwise ordered by the Government in Finance Department.
4. The Departments of Secretariat / Heads of Departments / District Collectors shall take further necessary action accordingly.
